The parents of the kids driving the LT car were wrong for letting them drive it without adult supervision in the car, and the parents of the kids on the quads were wrong for not riding with them in their direct sight. You did not say if your buddy bought his raptor new from the dealer. If he did then the dealer should take care of the problem, but if the dealer won't do the right thing then you need to contact Yamaha directly with the problem they are very good with customer service. One more thing if the dealer does not correct the problem make sure to ask for his dealer number with Yamaha so you can tell the people at Yamaha which dealer is doing this to you. Because the last thing a dealer wants is an unsatisfied customer reporting them to corporate headquarters. GOOD LUCK!!!!!!!

I was in the same situation as you so I followed the state guide lines the first thing I did was remove all electronics such as T.V., Stereos ,phones ,game consoles. I locked it all up next thing put a keyd deadbolt lock on your bedroom, keep the only T.V., and phone in there. Next remove all of the non perishable food from the cupboards lock it up so only you have access to it now lock the refrigerator put in a small refrigerator in the garage stock it with bread baloney fruit and water. Laeve only 1 plate 1 glass 1 set of utensils. Next buy the cheapest soap shampoo and toothpaste money can buy. Last but not least remove everything I mean everything!!!!!!!!! from his room except his clothes and bedding even remove the door. Do not wash his clothes either!!!!!!!!!. YOU HAVE NOT VIOLATED STATE GUIDE LINES BY DOING THIS. This will really PI$$ him off but it will also show him that you will not let him take advantage of you. If he says anything about it tell him that this is all the state requires you to do and if he doesn't like it GET THE HELL OUT NOW !!!!!!!!!!!!!!!. This may seem drastic but children need to appreciate how much their parents do for them. GOOD LUCK
