Even if the kid was the only one to be hurt in an incident, child warefell would remove the kid from the home. No different then letting your 7 yr old take the car to the corner store for some milk. Its neglect, no two ways about it, a 7 yr old does not have the ability to make reasonable dicisions, they have very little knowledge of there own mortality. Thats why we dont let them drive cars.
