If you have two universals on that steering shaft, Then I think all you need to do is loosen the clamp and rotate it to the location you are desiring. (wheel and/or shaft angle may be an issue in this case). If multiple drivers are the situation, there are some nice adjustable handle bolts available to make it quick and easy to tighten that sucker back up where you want it for each individual driver. Without seeing the whole steering system, or knowing the full reason for tilt steering in your case, I'm still not sure what to suggest yet. It sounds like you just want the wheel a bit lower. I'm thinkin' you may be able to just rotate that clamp.

Yesterday a group of us went deep sea fishing. The trip started out with Dman and his buddys Tom and Fred coming down to my pad Friday evening. My brother Greg (THE HEG) and nephew Jake (seibelduner) came down too. We and and finally went to at 2:15am knowing that we were leaving the house at 3:45am. We met up with Mike156 and his son Ryan ( Ryno ) down at the coast with Mike's charter boat. We headed out to Catalina island to fish with Captain Mike156. Dman was the first to hookup and while he was reelin' it (and the kelp) in, I hooked up and reeled mine in for the first 'catch'. Dman's fish got off his line. Shortly after that I see Dman Yep it was on. We are now continuing our buz from a few hours ago. Mike's carne lunch tacos were killer. His boat and hosting are awesome. We and other boats didn't have much luck with the fish. Mike said the Hurricanes had the fish in check. Hurricanes We all still had an awesome time. I caught 3 Calico bass and 1 Bonita, The rest of us just caught a killer buz. Thank you all for an awesome day. And Thanks you Mike and Ryno for having us.
